Town of Plainville Select Board Appoints William F. O’Rourke, P.E. as Director of the Department of Public Works
The Town of Plainville is pleased to announce the appointment of William F. O’Rourke, P.E., as the new Director of the Department of Public Works (DPW). Mr. O'Rourke brings over 32 years of extensive experience in public and private sector engineering, with a proven track record in leading multi-million-dollar construction projects and developing innovative solutions for complex infrastructure challenges.
Mr. O'Rourke, a licensed Professional Engineer in Massachusetts, holds a Master of Business Administration from the University of Massachusetts, Boston, and a Master of Science in Civil and Environmental Engineering with a focus on Transportation from the University of Rhode Island. He earned his Bachelor of Science in Civil Engineering from Villanova University. Throughout his distinguished career, Mr. O'Rourke has demonstrated a strong commitment to excellence in engineering and public service.
In his most recent role as Deputy Director of Public Works and Town Engineer for the Town of Sudbury, MA, Mr. O’Rourke played a pivotal role in achieving full accreditation from the American Public Works Association (APWA), making Sudbury one of only three fully accredited agencies in Massachusetts. His leadership in managing a comprehensive Asset Management Program and developing critical infrastructure policies has been instrumental in enhancing the efficiency and effectiveness of public works operations.
Mr. O'Rourke's previous experience includes serving as Director of Engineering for the City of Everett, MA, where he oversaw a $2 million roadway reconstruction program and contributed to the development of a 40-year Capital Improvement Plan worth $53 million. His expertise in water resource engineering, transportation engineering, and project management will be invaluable in leading Plainville's Department of Public Works.
