The Plainville Planning Board held its meeting on Monday, November 24, 2008, at the Town Hall.
Motion to open meeting at 7:02 by Bob Davis, seconded by Mike Czarnowski, approved 3-0-0.
General Business
Site Plan Extension 11-15 Messenger Street
Present: Barbara Mahoney
The applicant requested an extension due to the economy. The Board determined that the extension would be for 2 years.
Motion to grant an extension until December 31, 2010 by Mike Czarnowski, seconded by Stan Widak, approved 4-0-0.
27 Taunton Street - Drivers Side
The applicant provided $2,000 for engineering fees with their application. The applicant has request that the traffic study be waived. The Board determined that a traffic study is not necessary since a study was recently performed for the property next door.
72 Taunton Street
A Site Plan Extension was granted in August. The owner requested a formal letter from the Board.
1 Washington Street Site Plan Extension
The Board granted an extension for 1 year for the site plan approval.
Motion to grant an extension until December 31, 2009 by Mike Czarnowski, seconded by Stan Widak, approved 5-0-0.
260 South Street - ANR
The Owner would like to break up the current property and sell the parcel where the pool is currently located. The Board approved and signed the ANR for 260 South St.
Redevelopment Authority
The Board reviewed the draft copy of the by-law for the downtown area. A letter written by Amy Love, Planner recommending changes to the by-law was reviewed and approved. The Board requested that the letter be sent on to the Redevelopment Authority.
2009 Meeting Schedule
The Board reviewed the scheduled meetings for 2009 and made no changes.
Residential Cluster By-Law
The Board reviewed the revised copy of the residential cluster by-law. Amy Love mentioned that she has requested SRPEDD to review the by-law and provide recommendations. The Board would like to see the recommendations from SRPEDD. Bob Davis expressed concern about requiring a conventional subdivision.
Accrued Time for Amy
Amy Love explained her vacation, personal and sick time through June 2009 and provided a copy of time used and earned.
Motion to approve the minutes from October 27, 2008 by Bob Davis, seconded by Mike Czarnowski, approved 5-0-0.
Bills were signed.
Motion to close meeting at 8:25 by Ken McKeown, seconded by Mike Czarnowski, approved 5-0-0.
The next meeting of the Planning Board will be December 8, 2008 at Town Hall.
