The Plainville Planning Board held its meeting on Monday, October 27, 2008, at the Town Hall.
Motion to open meeting at 7:08 by Bob Davis, seconded by Mike Czarnowski, approved 4-0-0.
Continued Public Hearing - Wetherell Estates
Present: Dan Campbell, Level Design Group
Michael Jones, Attorney for LLC Development
Motion to open continued public hearing at 7:40 by Stan Widak, seconded by Ken McKeown, approved 4-0-0.
A letter requesting a continuance until December 2009 was read by the Chairman. There were various members of the Board were unwilling to grant an extension for that length of time. Mr. Jones felt that a request for a one year continuance was not an unreasonable time frame to grant the extension due to the economy.
Motion to issue a withdrawl without prejudice by Ken McKeown, seconded by Bob Davis, denied 1-3-1
Julie Stermasi, 23 Wetherell Place, felt that the Board has given the developer ample opportunity to comply with all the outstanding items. Mr. Campbell stated that the scope of the project is possibly being changed and that is why they need the extension.
The Board expressed their concerns about the project being extended various times without addressing the outstanding comments given by Amy Love.
Paula Carey, 17 Wetherell Place, wants to know why the project was not denied at this hearing. She wants to know why they have changed the scope of the project.
Mr. Campbell said the developer is looking at the water supply as an asset for the Town. Mr. Campbell said that the Town could possibly purchase the water rights. The property was not included on current watershed maps since it was privately owned. There should be a significant water supply in the area of the project and they are performing tests to determine the possibility. Mr. McKeown said he still goes back to the fact that the original items were not discussed.
Paula XXX, asked if they could sell the water to other towns. Mr. Czarnowski said that they could. Mr. Campbell stated that the cemetery and aquifer are not associated with the water supply.
Elaine Robinson, 22 Wetherell Estate, questioned whether the drilling would affect her current well. Mr. Campbell explained that it would not.
Motion to grant an extension until December 31, 2008, with a meeting to be held on December 8, 2008 by Mike Czarnowski, seconded by Stan Widak, approved 4-1-0.
General Business
Proposed Downtown Redevelopment
Present: Dan Campbell
The Downtown Redevelopment Plan was discussed. It was determined that three story buildings are the maximum height allowed. The changes to the parking, residential, retail and municipal uses of the property were also discussed.
Walnut Hill Estates
Present: Gerry Lorusso
There is currently a spec house being built on Lot 5, Shire Way. Mr. Lorusso would like
Lot 26 released since he has an interested buyer.
Motion to release lot 26 by Bob Davis seconded by Ken McKeown, approved 5-0-0.
Plainville Commerce Park
Present: Gerry Lorusso
Mr. Lorusso would like the amount of the bond reduced on the Plainville Commerce Park
Motion to reduce bond to $1,000,000.00 by Bob Davis, seconded by Ken McKeown, approved 5-0-0.
Lowes would like the Board to release their bond of $250,000.00.
Motion to reduce the Lowes bond to $50,000.00 by Ken McKeown, seconded by Bob Davis, approved 5-0-0.
Bills were signed.
Motion to close meeting at 9:30 by Ken McKeown, seconded by Mike Czarnowski, approved 5-0-0.
The next meeting of the Planning Board will be November 24, 2008 at Town Hall.
